It measures no flow and answers no whitewater question — it is here because a reservoir surface is level, so this one number is equally true at the dam, at Bullfrog, and at the drowned head of the pool somewhere above Hite. Read against the Hite bridge gauge, it is the bottom of the subtraction that tells a boater below Cataract how much river is actually left.
